Build me a personal Claude Code skills repo that lives in ~/.claude and makes it easy to add, edit, and sync skill files across machines.
I want the project to be mostly markdown based, with a clean set of active skills, disabled ones, and a staging area for new ideas before they get promoted. Add an install script that sets up automatic syncing, hooks, and a quick check mode so I can see what is installed. The sync should safely commit and push tracked skill changes without touching transcripts, memories, or secrets, and it should only run when files are done being edited.
Also make it work as a Devin plugin, so the same skills can load there too. Include a simple way to reflect on finished sessions and turn useful corrections into new skills or rules over time. If you need to, look up the current Claude Code and Devin plugin docs online before wiring it up.
