Build me a Windows app that helps automatically find working zapret settings for bypassing DPI blocks on things like YouTube, Discord, and blocked sites.

I want a simple GUI where I can start a quick smart scan or a deeper full scan, and the app should test different combinations of the relevant flags, check real download speed, and keep only the ones that actually work. If a strategy is too slow, it should be able to either ignore it or save it if I choose to allow low speed.

Please also add a screen that shows all saved configs in one place, lets me retest them, measures current speed, and removes the ones that stopped working. It should show live logs with clear status colors for success, low speed, and blocked results.
