Build me a Windows app that takes a folder full of videos and photos, then automatically turns them into a cinematic highlight reel with background music.

I want it to pick the best moments using AI, keep the final video synced to the length of the music, and export everything in 1080p with nice smooth transitions. It should also let me add an optional title on top of the video. Please make it work with both videos and images, and let me choose a song from a local music folder.

This needs to be reliable with big folders too, so include smart memory checks and batch processing if there are lots of files, with clear warnings instead of crashing. A simple browser based interface would be great, but I also want a command line way to run it for automation.
